How to Get a Driving License in Kuwait

The whole process in one page, from checking you are eligible to holding the card, with links to the detailed guide for every step.

The General Traffic Department (GDT), part of the Ministry of Interior, issues driving licenses in Kuwait. The steps below follow its published procedure for a new driving license. We rewrote it to be easier to follow and added links to the detail pages.

Step 1: Check you can apply

Citizens apply directly. Non-Kuwaitis must meet the conditions of Ministerial Decree No. 270/2020 unless they belong to an exempt group: legal residency of more than two years, a university degree and a monthly salary of at least KD 600. Read the full lists in conditions for non-Kuwaitis.

Holding a license from another GCC country? Check GCC license replacement first. Want a motorcycle license? See the motorcycle guide.

Step 2: Request and medical check

Print the driving license request and have it approved. Then sign the medical fitness certificate and complete the medical examination, where your blood type is recorded.

Step 3: Get your learner's permit

After the medical exam, the License Department issues a driving learner's permit. It is the document that lets you book and sit the tests. If it runs out while you are still practising, see renew learner's license.

Step 4 is studying. Start now.Practise for the theory test while your permit is being processed.

Step 5: Book and pass the tests

Book the driving test appointment through the Ministry of Interior website. Pass both the practical and the theory test, and the License Department continues the issuing procedure.

Step 6: Collect your license

The license is issued after you pass the tests and the GDT's requirements are met. Check any fee with the GDT. Non-Kuwaiti licenses are valid according to the residency validity.

Documents checklist

  • Civil ID copy
  • Passport copy
  • Two photos with a blue background, size 4x6
  • For non-Kuwaitis: work permit with copy and signature authorization if you work for a company, and the other papers listed in the new license guide

After you pass

Keep track of the expiry date: renewals have their own requirements. If the card is lost or damaged, report it within 10 days: replacement guide. Buying a car? See new vehicle registration.

Compiled October 2026 from official GDT pages. Confirm current requirements with the GDT before applying. This website is independent and not affiliated with the government.
