International Driver's License in Kuwait: Who Can Use It?

Visitors can generally drive in Kuwait on a valid foreign or international license, but residents need a Kuwaiti license. Here is what the available sources say, and what you should confirm.

"International driver's license" really means IDP

If you are visiting Kuwait

A widely used expat guide (updated August 2024) says that if you arrive on a tourist visa, you can drive with a valid foreign or international driver's license, and gives no time limit. Another guide mentions six months. We found no official GDT page that states a limit, so ask the GDT or your car-rental company.

  • Carry your home license, and an IDP if your license is not in English or Arabic
  • Check the time limit with the GDT before a long stay
  • Make sure you have the insurance the vehicle requires

If you live in Kuwait

The same guide says that once you have a resident visa it is illegal to drive without a Kuwaiti driving license. A forum post claims foreign licenses stop being valid once you hold residency, but that is anecdotal. The safe rule is to start your Kuwaiti license procedure early.

  1. Check the requirements for non-Kuwaitis: Conditions for non-Kuwaitis.
  2. If your license comes from a GCC country, ask about a direct exchange: GCC license replacement. The guide above says only GCC licenses can be converted.
  3. Otherwise apply for a new license: New driving license.

We could not open an official GDT or KIAC page with the full details, so the points below come from the club's own wording where we could confirm it and from third-party guides where we could not. Always confirm with KIAC or the GDT before you rely on it.

How long does an expat license last?

Reports have changed several times. Gulf News (March 2025) says Interior Minister Decision No. 425 of 2025 set expat license validity at five years, with 15 years for Kuwaiti citizens and GCC nationals, and that licenses issued earlier stay valid until they expire. The GDT procedure we compiled says non-Kuwaiti licenses are valid according to the residency. Confirm which applies when you apply or renew.
